What Are Unlocked Cell Phones? Who Can Use Unlocked Cell Phones?

Some cell phones are designed to use a Subscriber Identification Module (SIM) card, or Memory Chip that stores subscriber data. The SIM card is issued by a carrier and provides cell service by activating any phone into which it is placed into. A locked phone, however, will only recognize a SIM card from a particular carrier. If the cell phone is unlocked, it will recognize a SIM card from any carrier. The "lock" is a software setting that keeps the cell phone "locked" to one carrier.

In areas like the U.S.A. where carriers offer free or discounted phones with cell plans, the phones are commonly locked so that they will not work with other carriers. Carriers claim this is necessary to cover the cost of the phones but I do not believe this is the case since you have to sign a contact in order to receive a free or discounted cell phone from carriers in the first place.

From the viewpoint of the customer, carriers locking phones and using proprietary settings defeats many of the benefits of handsets that use SIM cards. Ideally phones should be left unlocked, or at least unlocked after the initial contract expires.

One way to get an unlocked phone without proprietary settings is to buy it new from a third party vendor in its original, unlocked state. The upside is that the price is commonly close to 60% of retail. Some consumers might find it easy to do this because they ca upgrade whenever they like. The other advantage is that the third party unlocked phones work equally well with any carrier that uses SIM cards for their service.

Unlocked cell phones are in such high demand that third party companies will unlock your cell phone for a price. This does not mean the phone will always work normally, as proprietary you carriers settings might remain. There are also instructions on hacking to unlock many brands of phones, but a phone that is hacked or improperly unlocked can be rendered unusable.

Switching Carriers? Keep Your Cell Phone Number

Some consumers are hesitant to change their cell phone provider, even if they see a better deal, simply because too many people already know their existing cell phone number. Meanwhile, that cell phone contract service may be costing you an arm and a leg every month. You can better manage your cellular budget with prepaid, and you don't have to lose your old cell number. Depending on your carrier, there may be a small fee involved for the transfer of service.

The FCC has required most carriers to implement Local Number Portability (LNP), which is a service that lets you transfer a phone number to another carrier, so long as the new carrier is still in your local area. You can take advantage of the LNP mandate to switch wireless carriers and keep the same number, or even to transfer your landline phone to a cell phone. You can't transfer a pager number, toll free number, or some other types of special use numbers.

Usually, when you transfer your phone number from an old service to a new service, your old service will be disconnected automatically. If your old service was a contract type cell phone service, and your contract has not yet expired, you may still have to pay fees to the old service. But if you're transferring between prepaid services, as always, no long-term contracts or related fees will apply.

LNP doesn't mean, however, that you can use a cell phone as an extension of a landline phone; if you transfer your landline phone number to your cell phone, your landline service will be disconnected. In the future, carriers may be able to offer such a service, however. For the time being, the best way to use your cell phone as an extension of your home phone is to use the call forwarding feature of your landline home phone.

You can transfer a phone number regardless of your carrier, the FCC has mandated that a carrier may not refuse to port a phone number to another carrier. If you want to port a phone number to a new service, contact your new provider first, they are the ones who will take care of the transfer. Don't cancel your old service before the porting process begins, or you may lose the ability to transfer the number. Also be aware that cellular providers sometimes have incompatible telephones, and even though you may be keeping the same phone number, you may still need to buy another cell phone.

Refurbished Laptops for Students - Do They Make Sense?

As a former college student, I remember the chief complaint that my friends and I had- which was lack of funds. Trekking to the computer lab late at night was not only inconvenient, but, (especially for my female friends), not the safest thing in the world to have to do. Having my own laptop computer would make things alot simpler, but should I finance a laptop using money I didn't have, or should I look at purchasing refurbished?

In order for me to make a wise decision, I stepped through a logical process:

1. What activities will I be using this laptop for?

2. What will I need to do to make this laptop integrate with the on campus network?

3. What "bells and whistles" do I want, and can I afford them.

Using budget as the primary concern, a refurbished laptop would make sense. First of all, most students needs are basic - Internet for research, Microsoft Office,(or equivalent), for papers and projects, and email to stay connected to friends. Everything else is in essence a "bell and whistle" that definately adds to the experience, but doesn't necessarily tie in to my budget.

Another concern is the great specials going on at the major electronics superstores. Alot of these prices come close to the prices of refurbished laptop computers, however, upon closer inspection most "deals" are based on mail in rebates. Waiting 6-8 weeks for $200.00 or more of my much- needed cash is not high on my list of priorities right now.

Looking at the situation, a refurbished business class notebook was right for me. When you think about it, it makes sense. Most business class notebooks focus on doing the basics well while throwing in a couple of bells an whistles such as a DVD drive or a firewire port here and there. They almost certainly are capable of connecting to most any network and aren't so heavy as to not be portable.

If I were to choose today, I might look at a refurbished Dell latitude D600 which retails for $489.00. or a refurbished IBM Thinkpad R40 which retails for an even cheaper $469.00 Both offer DVD Rom, (in the case of the D600, CDRW as well), Microsoft Windows XP Professional, all required ports, and in the case of the R40, a 15″ screen, ( nice for using my laptop as a portable entertainment station.)

All in all, there are plenty of refurbished options for students which will make campus life a little richer, and ligher on the pocket.
